2007 hazardous industrial waste checking and on-site consulting and resource recovery in Tainan County

This project was proposed to understand the output of hazardous industrial waste flows in Tainan County to long-term planning for the future of waste disposal policy and reduce the burden on the industry in hazardous waste treatment. This project has invited a number of waste experts and scholars, to review the output of hazardous industrial waste, processing and re-use in Tainan County, and assess the feasibility of waste utilities. 1. This project has been completed 200 utility companies to check and on-site consult about the regulations of waste management and internet reporting requirements, how to report online, and implement proper waste clean-up, enhance the rate of internet reporting and information on the Internet correctness. And the provision of hazardous industrial waste storage, removal, processing equipment maintenance operation, plant management and reduction, and utilization information. 2. Completed 10 public and private transporter, treatment and recycling facilities consulting, on-site check certified technicians, waste treatment facilities, contracts of transportation and treatment, internet reporting data, the operating records, environmental monitoring, waste sampling and examination, whether or not according to the contents of documents that was used in application for permission. According to the scene, to provide advises for facilities operation, management, Internet reporting, and such as to enhance the waste transporter and treatment facilities’ knowledge and skills. 3. Completion of the Tainan hazardous industrial waste output types, quantity and flow information. Base on it to write the county hazardous waste recycling and utilization strategy. 4. Completion of the "Standard operation process for hazardous industrial waste on-site check and consoling" for firms and waste transporter and treatment facilities. Completion of the “Tainan County hazardous industrial waste check and consult project orientation,” and "Technologies to clean up and utilize industrial waste Practical workshops ". 5. To assist the completion of the industrial waste clean-up plans declaration access rate of 95% in Tainan County. 6. According to the result of on-site check and consulting, the rank of the missing of waste management, the waste clean-up plan and the actual content does not fill is the highest, accounting for about 82%, followed by storage facilities fail to meet the requirement, accounting for about 80%; then is storage methods fail to meet the requirement and the data of internet reporting fail to meet laws and regulations, respectively accounting for about 78% and 72.5%; and unknown of waste transportation and treatment and contracts expired to 6.4 percent. 7. In 2007, 94 public and private institutions received hazardous industry waste from Tainan county; Class-A 59 (processing capacity of 41,583 tons per year), 5 inside the county (5696 tons/year), 54 outside the county (35,887 tons/year, accounted for 86.3 percent); reuse agency 35 (re-use capacity of 31,330 tons/year), 1 inside (1638 tons / year), 34 outside (29,692 tons / year, accounting for 94.8 percent). 8. The work to review the correction planning, the return rate for normal firms is 89%, and for waste transporter, treatment and recycling sector is 70%. There are still some of the firms failed to return. 9. The main hazardous industrial waste in Tainan County is waste solvent, then is the A-7101(the ash from steel industry),fit in with the main industry( the electronic and metal industry). The issue of the ash from steel industry is national, so we suggest fellow the policy of EPA, and keep monitoring the firms in Tainan County. 10. Considerations of the industrial waste output characteristics in Tainan County, in the hazardous industrial waste management strategy, the proposal to control harmful solvent for the priority targets, and to be completed in four years, to meet the target of Utilization harmful solvent. For the leather industry, recommendation is to set up the leather industry zones to improve environmental protection performance and to enhance the competitiveness of the leather industry. 11. This project was well received by firms, in particular, experts and scholars in the field of counseling techniques and waste operations, said the industry are benefited. If there is sufficient budget and human resources in the future, the relevant plans for continuing to help the industry will upgrade Hazardous industrial waste recycling operation at the scene and the proportion of waste utilities.
